Below is what actually changed this year, each point backed by the district’s own rules. ## The district cut all of Tampa Bay to one day a week The Southwest Florida Water Management District (SWFWMD) writes the rules for Hillsborough, Manatee and Pinellas, and after a dry winter it declared a Modified Phase III “Extreme” Water Shortage (SWFWMD). For Hillsborough that one-day-per-week limit runs through October 1, 2026, and it covers everyone, private wells included (Hillsborough County). Manatee ran its own one-day order through July 1, 2026 (Manatee County). The twice-weekly schedule most homeowners memorized does not apply while this order stands. Your day comes from the last digit of your street address. Ends in 0 or 1, you water Monday. Ends in 8 or 9, Friday. ## What SWFWMD water restrictions mean for lawn care in each Tampa Bay county The one-day rule is regional. The legal hours are local, and that gap is where the yards we walk get people fined. A window that is fine in Brandon can be a violation in St. Pete. - Hillsborough: water only between midnight and 8 a.m., or 6 p.m. and midnight, on your day (Hillsborough County). - Pinellas: midnight to 4 a.m. or 8 p.m. to midnight; lots under an acre get one window, an acre or more get both (Pinellas County). - Manatee: 12:01 to 4 a.m. or 8 p.m. to 11:59 p.m., private wells included (Manatee County). Running your system at the wrong hour on the right day is still a violation. For the full county breakdowns, we keep them current for Manatee and Pinellas. ## The grace period for first offenders is gone This is the change that catches people. As of April 17, 2026, SWFWMD dropped first-offense warnings across the district, and utilities now issue citations immediately (Spectrum Bay News 9). In Pinellas that first citation is $193, and it doubles with each repeat. A forgotten controller setting used to earn a warning. Now it costs you. ## New sod still gets its 60 days, but Manatee wants it registered Here is the part that matters most if you are putting in a lawn this year. New sod is not treated as established grass. SWFWMD grants newly laid sod a 60-day establishment period that starts the day it goes down, which is the single most useful exception in the whole code for anyone installing turf while a one-day-a-week order is in force. Days 1 through 30 you may water any day. Days 31 through 60 you drop to three set days (Pinellas County). The wrinkle in 2026 is local. Manatee County now routes new-lawn watering through a formal Watering Variance for Irrigation of New Lawns and Plants, so you register the install rather than assume the exception applies (Manatee County). Tampa Bay sits in USDA hardiness zones 9b to 10a with a growing season near 330 days, so our warm-season grasses root year-round and only slow down when the soil cools (USDA Plant Hardiness Zone Map). The 60-day clock travels with your install date, whatever the calendar says. ## What we tell every customer before we leave The rules shift by season and county. So we give every homeowner the same short brief before we pull off the driveway. Confirm your day and hours the week you water. Then let the rain sensor do its job, because Florida law has required one on every automatic sprinkler system installed since 1991, and a sensor that skips a cycle after an afternoon storm keeps you both compliant and out of the trap of drowning a young lawn (Florida Statute 373.62). We install sand-bottom sod because it roots deep in our native sand and forgives a missed daytime cycle better than muck-grown turf.
