As of August 2026, Hillsborough County lawn watering restrictions are at Modified Phase III “Extreme,” limiting every residential property to one designated irrigation day per week with sprinklers permitted only during overnight hours. The restrictions run through October 1, 2026, and apply equally to city water, Hillsborough County Utilities accounts, and private wells. Fines begin at $100 and active enforcement patrols have operated county-wide since April.

Your assigned day and the authority enforcing it depend on which utility serves your address.

Hillsborough County Lawn Watering Restrictions 2026: The Phase in Effect

The Southwest Florida Water Management District declared a Modified Phase III “Extreme” Water Shortage effective April 3, 2026. In late June, Hillsborough County confirmed an extension through October 1, 2026.

Phase III means three things for every property in Hillsborough County:

  • One assigned watering day per week for residential and commercial properties
  • Irrigation limited to designated overnight windows only
  • No exemptions for private wells, ponds, or lakes

The restrictions cover every irrigation water source in the county under Florida statute and SWFWMD’s current district rules.

Watering Days by Utility Zone

Your assigned watering day comes from the utility provider that serves your address. Hillsborough County has three distinct service zones.

City of Tampa (Tampa Water)

Tampa Water customers look up their assigned day at the city’s watering schedule page. Under Phase III, all residential accounts are limited to one day per week. The City of Tampa runs its own enforcement patrol program independently of the county.

Hillsborough County Utilities (unincorporated areas)

Properties in Valrico, Riverview, Brandon, Lithia, Ruskin, Apollo Beach, Sun City Center, Wimauma, and other unincorporated communities use the county’s Find My Watering Days and Times lookup tool at hcfl.gov. Enter your street address to get your specific assigned day. Properties with no distinct street address, such as office complexes or shopping centers, are assigned to Fridays.

Private wells

There is no well exemption. SWFWMD’s Phase III rules apply to private well irrigation under the same terms as public water: one day per week, overnight hours only.

Allowed Watering Hours Under Phase III

On your designated day, automatic landscape irrigation is permitted only during these two windows:

  • 12:01 a.m. to 4 a.m.
  • 8 p.m. to 11:59 p.m.

Properties under one acre may use only one of these windows on their assigned day, not both — per SWFWMD’s Phase III Water Shortage Order rule text.

Hand watering and micro-irrigation of planted beds (not turf) is permitted on any day but may not run between 8 a.m. and 6 p.m.

Florida Statute § 373.62 also requires all automatic irrigation systems to have a working rain sensor. A disconnected or bypassed sensor is a separate compliance issue that exists regardless of drought phase.

Fines and Enforcement

Both the county and city have expanded patrols since the April 3 effective date. By May 2026, more than 400 Tampa residents had received citations for violations. Citations are issued on first observation; there is no mandatory warning before a fine is written.

Hillsborough County Utilities zone: The county’s water restriction violations schedule starts at $100 for a first offense and escalates to $500 for repeat violations. Written appeals go to the county’s code enforcement office.

City of Tampa: The city issues a $100 citation for a first violation. A third or subsequent offense requires a mandatory court appearance and carries fines up to $500 as set by the court.

SWFWMD: The district can levy administrative fines up to $10,000 per day per violation for large-scale or commercial offenders under Florida Statute § 373.430, with each day of a continuing violation counted as a separate offense.

What These Restrictions Mean for Your Lawn

One practical tradeoff worth knowing: the 8 p.m. to 11:59 p.m. window leaves grass blades wet for most of the night, which raises the risk of fungal disease during Tampa Bay’s humid summer months. If your controller allows it, programming runs during the pre-dawn 12:01 a.m. to 4 a.m. window reduces how long blades stay wet. Our guide on identifying and treating lawn fungal disease in Tampa Bay covers the three most common summer pathogens in Hillsborough, Manatee, and Pinellas lawns and which fungicide active ingredient is correct for each.

If your lawn has taken drought damage and you are weighing a fall sod renovation, newly installed sod requires more frequent watering than Phase III normally allows. A variance is available: SWFWMD’s new-sod establishment exception permits watering on any day for the first 30 days after installation (within the approved overnight windows only), but you must register the exception before sod is laid — not after. Submit a Petition for Variance through SWFWMD’s district water restrictions page or email Water.Variances@WaterMatters.org; Hillsborough County Utilities customers can also file through the county’s water restrictions violations and appeals page. Our post on Florida’s rainy season lawn care covers how to calibrate irrigation frequency once the summer storm pattern is established and supplemental watering can be scaled back.

If you want to think through sod timing under the current restrictions, InstantGreen Sod works across Hillsborough, Manatee, and parts of Pinellas County and can walk you through what the establishment window looks like with Phase III rules in effect.
